You can get pretty decent internet these days fairly cheap. Matter of fact it's probably cheaper than your over priced cell phones. If you're going to game online! Don't be cheap on internet! Even the most basic internet where I live these days is outstanding compared to what it was 8 years ago. I'm sure there is a way to easily do what you ask. I'm not an expert but a lot of gamers like to install games on an external hard drive or usb drives of some sort and use it on multiple devices.
I'm sure google will give you all sorts of solutions to only have to download it once. In all circumstances google is faster then waiting for responses on a forum. Maybe consider taking your computer to an area with better internet speeds to download it. But on a side note if you can't download the game then its unlikely you will be able to play with a reasonable speed, if at all.
Luckly, this internet seems enough to play the game, my bf played the beta without issues or lag. That's actually higher than the '"cheapest" internet plan near me, which only gets up to 25 mbps and costs nearly 60 USD. My cell phone plan has unlimited data and costs only 40 USD. It was a no-brainer for me. I think it can work just copy the files and see like steam games or even bnet, i mean you got nothing to loose anyways.
